ABOUTThe Challenge
England has approximately 27 million homes, many of which require significant energy efficiency measures. In fact, England has a large number of old houses, with around 20% of them built before 1919.
According to government figures, there are approximately 4.4 million homes owned by Registered Providers (Social Housing) across England.
This breaks down to roughly 2.8 million units owned by private Registered Providers and 1.6 million units owned by Local Authority Registered Providers. Additionally, there are approximately 4.6 million properties owned by Private Landlords.
The UK Government has set a target to achieve net-zero emissions by 2050, and a significant part of this effort involves improving the energy efficiency of old housing stock, both private and rental properties.
Previous attempts to enhance energy efficiency in the housing sector have proven ineffective. In light of this, the PAS 2035 framework was implemented, which came into effect on July 1st, 2021. Under this framework, all retrofit projects must comply with its guidelines.
As per the PAS 2035 framework, all rental properties, whether they are Social Housing or privately owned, will need to have an Energy Performance Certificate (EPC) rating of at least C or higher by 2030.
